About ICLEI South Asia
ICLEI – Local Governments for Sustainability is a network of more than 1,750 local and regional governments, supported by a team of global experts, driving sustainable urban development worldwide. Active in 100+ countries, we impact over 25 percent of the global urban population. ICLEI South Asia – the South Asian arm of ICLEI – Local Governments for Sustainability, aims to build and serve a regional network of local governments to achieve tangible improvements in regional and global sustainability through local initiatives. Over 13 years, ICLEI South Asia has emerged a strong and vibrant local government association with a membership base of over 75 cities.
We promote local action for global sustainability and support cities to become sustainable, resilient, resource-efficient, biodiverse, low-carbon, productive, ecomobile; to build a smart infrastructure; and to develop an inclusive, green urban economy with sustainable procurement with the ultimate aim of achieving healthy and happy communities. ICLEI also strengthens North-South and South-South cooperation to advance sustainability at the local regional and sub-national levels.
We work with South Asian cities with funding support from various national and international partners by offering various opportunities such as participation in programs and projects, technical inputs, information services, trainings, conferences, and workshops. We also share our expertise, reach out to cities, initiate interaction and mobilise funds. Facilitating peer learning, city-to-city exchanges, and networking, and supporting the development and implementation of demonstration projects are some ways in which we strengthen the capacities and technical know-how of cities that we work with.
With about 60 professional staff including urban planners, energy managers, environmental planners, transportation engineers, ecologists and environmental engineers, ICLEI South Asia brings a varied capacity to support South Asian cities on multiple aspects of sustainable development.
We offer a wide range of technical services to help local governments achieve their sustainable development goals; customized and specific methodologies and tools are designed to support planning and implementation of actions related to environmental resource management, integrated resource planning, energy auditing, energy efficiency, renewable energy, climate change adaptation and mitigation, municipal service delivery, sustainable urban transport, green building design, sustainable sanitation, urban governance, sustainable procurement, and other allied fields. Training and capacity-building programmes in these areas are a regular feature of our engagement with cities. We facilitate South Asian local government participation in UN conferences and other global fora for sustainable development discussions to support an international policy strengthening local initiatives for the global sustainability agenda.
Our secretariat is based in New Delhi with a regional office in Hyderabad. We have state offices in Gandhinagar (Gujarat), Coimbatore (Tamil Nadu), Thane (Maharashtra). Our project offices are in Rajkot, Vadodara, Udaipur, Chennai, Kochi, Lahual, Nagpur, Panaji, Shimla, Siliguri in India. We have a country office in Dhaka, Bangladesh, and a CDKN project office in Dhulikhel, Nepal.
ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
