Building Capacity for Subnational Biodiversity Planning

ICLEI and the SCBD collaborated in preliminary consultations with Parties and selected subnational and local authorities on the need for implementation of NBSAPs by subnational governments. ICLEIwas tasked with guidelines for an integrated approach in the development and implementation of national, subnational and local biodiversity strategies and action plan and undertake capacity development. The Guidelines provide detailed and comprehensive guidance on thirteen general areas for action to promote integration, coordination and cooperation, applicable to national, subnational and local levels of government. To develop the guidelines, ICLEI consulted with selected national and subnational governments; developed comparative analysis of their biodiversity strategies and action plans; presentated of the draft guidelines at CBD COP 13; and led capacity building workshops in Africa and India.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
