This project has now been concluded.

ICLEI South Asia assisted the World Bank in conducting a study for developing an “Environmental Management Action Plan for Urban Transformation in Service Delivery in Amritsar and Ludhiana.” This project was part of a larger programme of The World Bank and Government of Punjab (GoP) aiming at identifying opportunities for Innovative Transformation in Urban Services delivery, to be achieved through improved urban management, strengthened financial and institutional systems.

Amritsar and Ludhiana, the two largest metropolitan cities in the state of Punjab, are disproportionately expanding and facing huge deficiencies in terms of civic infrastructure services. Amritsar city is a huge pilgrimage centre catering to about one lakh tourists daily whereas Ludhiana is a prominent industrial hub. Unplanned and inadequate infrastructure is leading to severe environmental degradation in both the cities.

This study was intended to form basis for GoP to identify issues with the existing urban services, local environment and potential for improvement in future. The project has been developed based on secondary data collected from cities, interactions with the stakeholders and on-ground assessments. The Environment Management Action Plan developed for both the cities aims to suggest requisite actions and measures integrating the urban services and environmental resources.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
