COP 22: ICLEI and local governments

From November 7th to 18th 2016, the 22nd Conference of the Parties (COP22) of the United Nations Framework Convention on Climate Change (UNFCCC) is taking place in Marrakech, Morocco. This conference is happening one year after the Paris Agreement was adopted at COP21, and just a few days after it entered into force on November 4th. In Morocco, ICLEI is facilitating the engagement of local and subnational governments in the official UNFCCC process and also bringing technical expertise in a number of areas, including renewable energy, resilience and climate data management.
The Paris Agreement has provided a strong foundation for inclusive climate action. The COP22 is critical to ensure rapid action on mitigation, adaptation and resilience is taken by all actors.
ICLEI is on the ground at COP22 with a delegation of 25 local leaders, 17 local representatives and 15 executive and senior ICLEI staff, to position local and subnational governments to be active contributors in building the implementation architecture. As the focal point of Local Governments and Municipal Authorities (LGMA) Constituency to the UNFCCC, ICLEI is facilitating the engagement of local and subnational governments in the official UNFCCC process to show how local and subnational governments are driving the global climate agenda through transformative and progressive local action.
Besides, ICLEI is also supporting the Marrakesh Climate Summit of Local and Regional Governments on November 14th by mobilizing speakers from local and regional governments. We are also coming to COP ready and willing to continue building partnerships across sectors by co-hosting events such as the COP22 Low-Emissions Solutions Conference (LESC) on November 14th to 16th, a solutions-oriented event that brings together national delegates, business, academia and cities.
Finally, ICLEI will host and support over 20 events and side-events that will pave a path for climate action in key thematic areas.
ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.
- Organization of conferences, seminars, training courses tailored to the needs of local government experts.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide. Links and transfers on research and projects have been continuously extended with partners and relevant actors.
