The 1st Asia-Pacific Forum on Urban Resilience and Adaptation

By 2050, the global urban population is expected to increase by 2.5–3 billion compared to 2009 figures, corresponding to 64–69% of the world population. Urban areas are a key driver of greenhouse gas (GHG) emissions across multiple sectors and currently account for over 70% of global energy use. Rising sea levels, inland floods, frequent and stronger tropical cyclones, periods of increased heat and the potential spread of disease, as well as increased drought, associated water scarcity and air pollution, will have widespread negative impacts on people’s health, livelihoods and assets. Climate change may worsen access to basic urban services and the quality of life in cities*. Asia-Pacific has been identified as one of the regions of the world most vulnerable to the impacts of climate change.
The success of the series ‘Resilient Cities – The Annual Global Forum on Urban Resilience and Adaptation’ that attracts hundreds of participants to Bonn, Germany, every year since 2010 is a clear indication of how pressing the issue of adaptation and urban resilience is perceived to be among local governments worldwide. In response to heightened demand, the congress series is expanding to include Resilient Cities Asia-Pacific, which brings the event and the focus to Asia-Pacific, catering to the situation, challenges and opportunities of local governments specifically in this region.
The first congress of the series will take place in Bangkok, Thailand, a city working hard towards increasing its resilience, especially since the devastating 2011 floods. The congress, hosted by Bangkok Metropolitan Administration, will be organized on 11-13 February 2015 with the support of a number of prestigious partners such as: The Rockefeller Foundation, GIZ GIDRM (Global Initiative Disaster Risk Management), UN-Habitat, United Nations ESCAP, Asia Pacific Adaptation Network (APAN), Asian Disaster Preparedness Center (ADPC), Asian Institute of Technology (AIT), National Municipal League of Thailand, APEKSI (Association of the Indonesian Municipalities), Municipal Association of Nepal (MuAN), League of Cities of the Philippines (LCP) and Municipal Association of Bangladesh (MAB). Many more partners are expected to come on board.
The congress will target around 200 participants, including around 60-70 cities from the region and beyond as well, national and sub-national representatives, as well as other key agencies working on urban resilience and adaptation. The proposed objectives of the Congress are:
- To share and learn about good urban resilience practices.
- To show-case innovative ideas, solutions and initiatives.
- To provide local governments with exposure and access to tools and processes that help mainstream resilience considerations into policy and practice.
- To provide a networking platform to promote concerted and coordinated action in Asia Pacific among the main players in the field of urban resilience.
- To facilitate improved dialogue and integration between science, policy and practice.
- To explore tangible opportunities for increasing partnerships between local governments, the donor community and the private sector.
The event will offer a combination of high-level plenaries and technical sessions on themes such as financing mechanisms, green growth, health, climate &biodiversity, regional cooperation, urban nexus, linkages to DRR and much more, as well as networking opportunities with local government leaders and a range of international experts.

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.
- Organization of conferences, seminars, training courses tailored to the needs of local government experts.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
